A telegram from the Ministry of Governance
The amnesty is applied. Town and city councils are constituted

At four in the morning, we received a telephone call from the Civil Government to say that they had had the following telegram from the Minister of Governance, Miguel Maura:
“All political and social prisoners and those prisoners convicted of printing crimes shall be released immediately. Today is a national holiday. All those town and city councils elected on Sunday should constitute themselves today, applying to themselves the municipal law prior to the Statute of the Dictatorship, and should, including Barcelona, appoint their mayors.
