Culture was no longer the private reserve of the elite classes but began to meet the needs of citizens, resulting in sculptures appearing around the city, a new, rationalist approach to urban development, more libraries and museums, schools, housing for the masses, universities, study centres, social clubs, associations, theatre for the masses, art as the driving force of the revolutionary vanguard, etc.
